Bringing Dogs from Singapore into Johor

I initially thought of enlisting the service of a professional pet relocation specialist, so I contacted one which I found through Google search. The person quoted me SGD1,100 for arranging paperworks, vet healthcheck and door to door transport service from Singapore to Johor. I say this is a daylight robbery!!!! I've flown my dog from Sydney to Singapore previously and it did cost over SGD1,000 but that is reasonable given the distance of the travel (inclusive of flight ticket). Lesson learnt: best to talk to expat dog owners in Johor before deciding to enlist the service of a specialist.

I found out from our neighbour that the process of bringing pet dog from Singapore to Johor is very straightforward.

Here is the process:
- Get your dog vaccinated for rabies & ensure that it's up to date with health vaccination. Your dog would need to be vaccinated for at least 30 days before the move.
- Apply for Export license from AVA within the 30 days prior to export. This costs SGD50 and you will be required to submit your dog's AVA license and vaccination records. Application can be done online with your SingPass ID via http://www.ava.gov.sg/AVA/Templates/AVA-GenericContentTemplate.aspx?NRMODE=Published&NRNODEGUID=%7bA17F6A0D-7A46-497E-B0CB-CDBD8C325B52%7d&NRORIGINALURL=%2fAnimalsPetSector%2fImportExportTransOfAnimalRelatedPrd%2fPetsPersonal%2f&NRCACHEHINT=Guest#export"
If all paperworks' been submitted, you should be able to pay and print for your license within 3-5 working days.
- Obtain a veterinary health check certificate from your vet. This basically states that your dog is healthy for export.
- Apply for Import license from Johor State of veterinary. Address of this department is:
Jabatan Perkhidmatan Veterinar Negeri Johor
Aras 5, Sayap Timur (East Wing), Parcel C2S, Kompleks Kota Iskandar
79100 Nusajaya,
Johor Darul Ta’zim.

I'm not 100% certain of the location of this area on Google maps (the area is not mapped out yet), but I think it's somewhere here:

To apply, you will need to provide health check certificate, vaccination record, signed application form and AVA export license. The cost of the license is RM35 and we were able to get this within a day of applying.

With all the paperworks sorted out, you can bring your dog through the Tuas 2ndLink. Upon showing the AVA export document, the Tuas immigration officer will stamp the document. For Johor, you'll just need to show the import license and all other documentation listed above to the custom officer. There is no quarantine requirement for dogs imported from Singapore (of course, it's a different story for going back to Singapore). The process is super straightforward and it is definitely not worth paying SGD1,100!

Here is Mocha, our Chihuahua, who's now safe and sound at home. She's lost a bit of weight from boarding at a pet shop, but is healthy, happy and roaming around like a bee.

I've also been missing our beloved Cream a lot. Cream passed away in an accident 4 months ago. Wishing that she's here with us, may her rest in peace at Rainbow Bridge and one day I will see her again.

    I've updated the blog with my guess of the location of the office on Google maps. It's hard to find anything in this area through Google maps/GPS since the area is very new and not mapped out yet.

    Yes, it's very hard to find places here in Johor, we are often lost when we try to find restaurants further out from our area. I find that that roads/tolls in JB are extremely confusing :)

    Here's more information about the vaccination requirements:
    the dog/cat must have valid vaccination against rabies using an AVA-approved inactivated
    vaccine at least six (6) months prior to export. This refers to a valid primary vaccination
    and/or up to date booster(s) according to the vaccine manufacturers’ recommendations. The
    dog/cat must have a blood sample taken and tested for acceptable rabies antibody levels at
    least one (1) month after the above vaccination and within six (6) months prior to export.
    (iv) in the case of a dog, the dog was vaccinated according to the vaccine manufacturer’s
    recommendations and not less than two (2) weeks

    From my memory, the vet did not check for rabies but just gave an vaccination injection for my dog. There's no rabies in Singapore, it's more of a precaution for MY.

    For bringing the cats into Johor (Nusajaya), you can follow the procedure I mentioned in this article (I think it's the same for cats & dogs). You'd have to get a form from the Johor State of Veterinary office they are not online. For Singapore, you will need to submit for an application for export license in AVA website.

    I will likely be moving to KL from Singapore and your post is very helpful. Just wondering though is procedures very different if the destination is KL? Do you know of any pet transport companies that will provide transport from Singapore to Malaysia? Unfortunately I don't have my own transport for my local x-breed dog. Also do you forsee any problems with importing x-breed dogs? Thank you :)

      I am not sure about the differences in pet relocation to KL vs Johor, I imagine that the paperwork will be similar if not the same. I've not used any pet relocation service and I think it can be quite pricey, have you considered renting a car and driving up to KL?

      Thanks for your message, apologies for my late reply. You can't bring your dog back and forth. You have to follow the proper import/export process. Your dog would have to be quarantined when you bring your dog from MY to SG.

    I am planning to move my dogs to JB from Singapore. I have already done the rabies vaccination for both.
    I find it a bit confusing on the time frame.
    The rabies vaccination have to be at least 30 days before the dogs can move to JB, right?
    So, while waiting for the 30 days period, I can proceed to apply for the export licence from Singapore's AVA.
    Then after obtaining the export licence, then I should get the health certificate which is valid only for 7 days. Then go and get the import licence from Johor.
    Is this procedure correct?
    So for example, my dogs had their rabies vaccination on 8 June. If I want to move them on 13 July, I should apply for the export licence after 14 June.
    And I should get the health certificate on or after 8 July. Then go to Johor and get the import licence after getting the health certificate.
    Is this correct?

    I am looking to fly my french bulldog into malaysia from melbourne. I am aware that LOTS of airlines have banned this breed, however I managed to get a quote to fly her from melbourne to singapore first. Then to move her from singapore to KL malaysia. Would you happen to know if this would therefore include quarantine in singapore and another time when she comes in to malaysia? or could i just bring her from singapore after her quarantine there into malaysia without needing any quarantine?
    Would you know of a cheap agent in singapore who could handle her import from australia?

    Wanted to give my input since your post helped me on my way to getting my dog to Johor. It's a little bit different to move pets from Singapore to Johor now. I think some rules were changed and now you do need an agent to have the dog moved.

    Let me just detail it a little bit more.

    I started off with bringing my fur-kid to the vet in Singapore, this started 3 months before the move if I remember right. All you need to do is just let the vet know you are moving your pet and need the relevant check-ups and vaccinations done.

    Once that was out of the way, I went to apply for the export permit on AVA's website. It takes a few minutes to answer all the questions, so be a little patient with that. The permit is valid for about 30 days and costs about $50.

    At this point, this is where things change. I thought I could happily have the documents done on my own and so my wife and I drove all the way to the quarantine department at the 2nd link in an attempt to submit and apply for the import permit. That's where I was told that I could only have this done through a registered agent. :P Bummer. We live near the causeway so toll fees and petrol costs added to a day of frustration.

    We contacted the agent and were quoted about RM300. We paid this of course. They are the only ones now with access to the state department's permit application system. We paid RM300 just for them to use the system and submit documents, which we already prepared. However, it was a painless experience with them. Do note that prices do vary depending on who you call as we were quoted RM450 by another place.

    You'll need to submit to them your pet's latest vaccination record, health certificate (Which the vet will issue and you have to get 7 days before the date of the move) and export permit from AVA.

    All in all, with the various fees paid to the vet and everything else, we spent about SGD350 + RM300.

    Do note that you can only bring your pet through the 2nd link. They didn't ask us to get the dog out or anything, just looked at the document and verified that we weren't trying to bring in a great dane when we wrote toy poodle. It'll be good to have your pet in a carrier just in case, because that's what we did.

    My little one is now happy and adjusting well to the bigger space. Hope this helps some of you!

    2. Hi there, I need to import a pet dog from Singapore to Johor Bahru too. Yesterday morning, I went to NusaJaya JPV with Form A and was told that JPV doesn't handle it anymore. I was asked to go to MAQIS at Tanjung Kupang to meet the officer. The officer wasn't there and I was told to do online application on DagangNet.com. The website isn't user-friendly and I couldn't find any "Online Application" there. Called to MAQIS office but nobody picked up.

      Could you please advise me a way to import the dog without hiring an agent? Any alternative? Appreciate and thank you very much.

    I intend to bring my dogs over the my JB house as well ... the new procedures that you describe will be:
    - Get the pets vacinated and checked by the Vet
    - Apply for export permit via AVA (there seems to be a section for you to enter your company's name - does that mean agent?)

We will be bringing our pets from the US into Singapore and then enter Malaysia through JB and then finally settle in Ipoh, Perak.   29. Hello! This post that you have posted really helped me a lot! AVA quoted me $1328.2 for unnecessary steps which I've done it beforehand.     I enjoyed reading your blog & was all excited & ready to move my family & dog over to JB in 2 months only to find out today that we'll need to obtain our neighbours'(front, back, left & right) permission in order to apply for a dog license!! Is this true?? What's more, that we need to seek their written consent again on a yearly basis when we're required to renew the license.. There're also posts which mentioned that the council officers can just shoot your dog if he's found without a valid license or is found out of your compound off leash, is it True?? I'll be bringing in my dog from Singapore to JB & will be getting another puppy from a breeder in USA in a couple of months too.. JDF, can u let me have the agent's contact too..   36. I found a breeder or a rare breed of a dog in Penang and want to bring 1 puppy into Singapore. I will be fetching the puppy throughout the customs by driving. Anyone has experience for this?

    The puppy will have to be quarantined?

    1. I think firstly, you have to decide you will bring your cat to Singapore or Malaysia. If Singapore, you have to consult an agent in Singapore to check how long is the quarantine period in Singapore. Just for your information, Singapore is a rabies-free country so usually live animals have to be quarantined there. And from Singapore to Johor (Malaysia) there is no quarantine needed but you could not just take a taxi to bring live animals in. Export permit and import permit are needed.

      If you bring live animal to Johor (Malaysia) instead, you have to check with your agent and quarantine in Kuala Lumpur as there is no quarantine station in Johor.

  40. This page is getting more and more popular through the years!

    In any case the new system of bringing a pet from Singapore to Malaysia is:

    1. Obtain General Vaccinations Cert (Valid for a year if already done), Rabies Vaccination Cert (valid for a year if done), Microchip and a Health Certificate (this is valid for only for 7 days so plan ahead).

    2. Apply for AVA export permit and endorsement of health certificate through the licenseone website. If you have the time go down to their office on the 6th floor of JEM office buildings and an officer will bring you through the process. Costs about $50 each.

    4. After all the above is done, get a Malaysian agent to do your import papers for you. MAQIS (Malaysian Quarantin authority) has consolidated all its services and do not entertain walk-ins so agents are the only way. It costs about SGD$130 per pet and takes 3-5 working days. I used global pets.

    4. This is only for land transfer and the only exit point is Tuas second link.

  49. Hi All! Moving to JB with my 2 dogs from Singapore. Just wondering if anyone has been to the Johor State of veterinary lately and can confirm address/what steps they took? Can I just get the form online and then take all the required documentation to them? Cheers!

    1. Hi Craig, Im doing the same with my 3 cats. Moving in August. I didn't want to go through a company. Were you able to do it as per Erika's instructions (which were great by the way) or did you end up having to do the Import licence through an agent?

  51. Good day Mr Craig. We handle SG-MSIA pets services daily. You can't get forms online in order to apply for the Import Permit in Malaysia. You need to go through an agent. After applying for your health certificate for your two pets and getting the export permit in Singapore, the apply the import permit just to make sure everything is good with paperwork in Singapore.     2. Beware of an agent by the name of Paul Rajen from Asha Pets Step /wilife Century. He collected $650 in advanced for the getting me the export permit. Nearing the travel date asked for more money claiming custom got problem need to pay official. Towards the end I got scammed, try contacting him but no reply. Later said he was on a important trip to Thailand.
      Please be very careful when dealing wif agents in JB or Malaysia. Never pay in advance to individual agent, you will never see your money again. Only deal wif registered company.
      Bad experienced in JB.

      Wants me to pay in advanced RM800. I did but never get my documents in the end.
